In September 2004, the bid for the project was let to Jones-Williams Construction Company. The Ground Breaking Ceremony for the new facility was held on Monday, November 1, 2004, at 1 p.m. with a crowd of enthusiastic donors and supporters on hand. The Montevallo High School Marching Troubadours played the National Anthem while a military color guard presented the colors. Jane Clayton, Chair of the Montevallo Library Board, presided. Others on the platform were Sharon Anderson, Mayor of Montevallo; Johnny McClain, member of the Board of Parnell Memorial Library Foundation; Bo Grisham, the Parnell family representative on the Foundation Board; and Libbie Rodgers, President of the Foundation Board. Representatives of Jones-Williams Construction Company were recognized, as were Julee Potter and Don Cosper of Davis Architects, Inc. Special guests were members of the Parnell Family, including Mary Sue Parnell, her daughter Kay Parnell Grisham and son "Foots" Parnell, III, and her grandchildren David and Virginia Grisham.
